In December 2024, Curaçao implemented the National Ordinance on Games of Chance (Landsverordening op Kansspelen – LOK), ushering in a new era for the island’s online gaming industry. This legislative reform represents a decisive move to align Curaçao’s regulatory framework with international standards, replacing an environment that had long attracted betting companies operating across borders, particularly in markets like Brazil. The new regime brings Curaçao’s legislation in line with global best practices taking away concerns over oversight, compliance, and player protection.
The introduction of the LOK aims to correct any deficiencies by establishing a robust and transparent framework grounded in regulatory accountability. At the center of the reform is the creation of the Curaçao Gaming Authority (CGA), a newly formed body acting on behalf of the Minister of Finance. The CGA has been granted the authority to license and oversee both business-to-consumer (B2C) operators and business-to-business (B2B) suppliers. Only those entities that hold a valid CGA-issued license may now legally operate in or from Curaçao. These licenses are non-transferable, and ongoing compliance is mandatory.
The reform introduces a wide range of regulatory enhancements. Anti-money laundering (AML) protocols have been significantly reinforced, with the CGA enforcing new AML requirements as of April 2025. Operators are now obligated to adopt more rigorous responsible gaming measures to safeguard vulnerable players and minimize gambling-related harm. Local employment is also mandated, with licensees required to employ at least two Curaçao-based key staff members within two years, a figure that will increase over time. In addition, reporting obligations have been expanded, requiring more frequent and comprehensive disclosures to the CGA.
In anticipation of the LOK’s full implementation, the CGA began rolling out preparatory measures as early as November 2023. Existing license holders are being granted a transition period of up to six months to achieve full compliance, with the possibility of a further six-month extension under specific conditions. The reform marks a significant recalibration of Curaçao’s approach to online gaming, signaling a clear commitment to regulatory integrity, international cooperation, and the long-term sustainability of its gaming sector.
